Plans to convert house into care home for adults with learning difficulties

    A house in Blackpool could be used as a residential care home for adults with learning difficulties, if the plans get the green light.

    Proposals have been lodged with planners at Blackpool Council for use of a property as a residential care home, which would be for up to two adults aged 18 and over with learning disabilities, physical disabilities, and mental health conditions.

    The application is in respect of a property located on William Street, Layton, and would see a change of use of the property from from class c3 (dwelling house) to c2 care home for two persons .

    A Comprehensive Supported Living Management Plan has been submitted with the application by GPAH Resource Centre Limited, an organisation which runs health and social care services.

    The plan states: “This property provides a safe, structured, and supportive tenancy-based living environment for up to two adults with learning disabilities and physical disabilities who require 24-hour support to maintain independence, safety, health, and wellbeing within the community.

    “This service is a supported living arrangement — not a residential care home.

    “Individuals will hold their own tenancy agreements, have full rights over their home, make decisions about their daily lives, and receive regulated support with personal care and daily living tasks.

    “The goal is to balance autonomy and dignity with safety and consistent support. GPAH Resource Centre Limited (“GPAH RC”) believes in delivering high-quality, human centred support aligned with the principles of empowerment, respect, equality, and independence.

    “Our aim is to enable people to live ordinary lives in their own community, access opportunities, and build independence at their own pace.

    “This is a small, quiet domestic home. We operate with no noise disturbance, no increased traffic (a maximum of two cars at shift-change), no external signage and no outdoor smoking by staff.

    “There is a clean and respectful garden area, with good-neighbour contact and protocol for concerns .”

    The application is pending a decision.
