A housing development is being proposed which could see almost 100 homes built on the edge of Carleton.
An outline application for residential development of up to 99 dwellings and associated open space, landscaping and infrastructure has been lodged with planners at Wyre.
The scheme has been earmarked for a large area of farmland off The Lane, bounded by Blackpool Road and Blackpool Old Road and to the east of Carleton Crematorium.
If approved, it would be the latest development which has seen many hundreds of new homes built in the area in and around Poulton within the past five years.
A design and access statement by agents DC&MG Associates says the application is on behalf of Blackpool Council, in support of its outline planning application to provide a masterplan for a proposed housing development on land off Blackpool Old Road.
The land lies close to the border with Blackpool but comes under the jurisdiction of Wyre Council.
Trees and hedgerows to be retained
The DC&MG statement said: “At present the site is primarily vacant. Blackpool Road runs north of the site, and the main branch line connecting Blackpool with Preston runs to the south.
“Woodhouse Farm consisting of a farmhouse and outbuildings lies to the NE of the site and is now vacant.
“The outline proposal is for a proposed housing development for up to 99 dwellings. The illustrative layout shows detached and semi-detached houses. All units are provided with amenity green space and car parking.”
It says the proposed design brief is to prepare a masterplan in the context of the surrounding area to demonstrate how a residential development could be delivered and provide a mix of accommodation types.
Guidance provided in the Pre-Application Advice note says it “should show a framework of the location for Green Infrastructure and landscape features and give appropriate attention to pedestrian and vehicular desire lines and attractive spaces for people to move around in.
“To ensure visual harm is kept to a minimum, any existing landscape features such as trees and hedgerows should be retained and incorporated into the site layout.”
A planning statement concludes: “The scale of development proposed is in keeping with the scale and function of Poulton-le-Fylde as one of the main towns in the district and there is also no reason why a high quality design could not be secured in line with relevant Development Plan policy.
“Ultimately, when the economic, social and environmental impacts are considered together, the proposals comprise sustainable development and there are no impacts which outweigh the aforementioned benefits.
“Moreover, the application complies with the relevant policies of the adopted Local Plan and as such, outline permission ought to be granted. “
