Proposals for the use of premises as six self-contained serviced holiday flats have been lodged with Blackpool Council.

The retrospective planning application seeks permission for such a use of a property at 59 Withnell Road in South Shore.

A Management Plan, issued by Abbott Hull Associates, has been submitted in support of the application, made on behalf of applicants, Intra City Investments Ltd.

It stated: “The property will be managed by, or on behalf of, Intra City Investments LTD.

“A designated managing agent / responsible person will be appointed to oversee the operation of the premises.

“The managing agent will be responsible for overseeing guest arrivals and departures; ensuring compliance with booking terms, arranging cleaning, servicing, and routine maintenance and responding to complaints or concerns from neighbours or the local authority.

“A register of all guests staying at the premises will be maintained by the management.

“Guests will be advised that noise must be kept to a minimum, particularly during late evening and early morning hours.”

The application also includes a noise assessment carried out by Martin Environmental Solutions Ltd, which recommended standard 6/12/6 double-glazing units to combat outside noise likely to affect the occupants

It concludes: “A specification has been drawn up for internal floor/ceiling structures to ensure that no significant adverse impact is experienced by occupants between floors.

“The development is therefore considered to be acceptable in terms of noise.”
