An application has been lodged with Blackpool planners for use of a property as a small care home for adults.
The application has been submitted on behalf of the Priory Group, which offers ‘tailored care pathways” as part of its mental health and addiction service.
The application for a certificate of lawfulness is being applied for rather than planning permission as it is believed no ‘development’will take place at the property as a result of the proposed change of use.
A covering letter by planning consultants Alder King, on behalf of the applicants, stated: “A certificate of lawfulness of proposed use is accordingly sought in the following terms -the use of 77 Lancaster Street, Blackpool as a home for up to three adults in receipt of support and care (Class C3(b)).
“The application is not one that allows for a judgement on the planning merits. Rather, it is solely a legal determination as to whether ‘on the balance of probability’ planning permission is required for the proposed use based on relevant legislative provisions.
“It will be clear from the application documents that planning permission is not required here, as no ‘development’ will result.
“Both the existing use of the application site and the proposed use fall within Class C3 of The Town and Country Planning (Use Classes) Order (1987) (as amended).”
The application includes documents for site location plan and existing and proposed floor plans.
