Decision made on plans for six supported living flats in Blackpool

    Proposals to use six individual flats in Blackpool as six self-contained flats with limited housing support have been given the go ahead.

    Applicants My Space Housing Solutions submitted the plans for the property, at 2 Warbreck Drive, to planners at Blackpool Council.

    The application was for a Certificate of Lawfulness of Proposed Use or Development (“CLPUD”), with the applicants arguing that because the proposals would nor entail a change of use class, there would be no requirement to apply for planning permission.

    Each flat is self-contained with its own front door and postal address.

    A Planning Statement on behalf of the application stated: “The subject property is a two and a half storey semi-detached property located at the junction of Warbreck Drive and King George Avenue.

    “ The locality is predominantly made up of similar properties of two and a half storeys, many of which have been converted. The property itself is situated within an established residential area to the north of Blackpool Town Centre.

    “Internally the property comprises six individual self-contained flats consisting of three two bedroom flats and three single bedroom flats spread across the three floors.”

    “The applicant, My Space Housing Solutions is an established charitable registered housing provider which has a long standing presence in Blackpool, working closely with the Council in delivering housing services to adults within the Borough.

    “My Space Housing Solutions provides supported housing to people who live independently but may require support to assist with managing their home.

    “This support is limited to providing guidance and assisting them in
    meeting their obligations and responsibilities as a tenant.”

    It added “A Certificate of Lawful Development is now being sought for the use of the subject property as six self-contained flats for use class C3(b).

    “It is considered that the flats at the property have no restriction on their C3 use and therefore there is no change of use associated with this proposed use.”
