Decision made on plans for four-storey flats scheme in Bispham

    Proposals to build a new four-storey block of 12 self-contained apartments in Bispham have been approved by planners.

    The application by Gallcon Homes Ltd, involving a site at 50 Bispham Road, went before Blackpool Council’s planning committee on Tuesday May 5.

    There were three objections to the plans, raising concerns over parking issues, however the application was recommended for approval by the planning officer.

    Councillors agreed that the scheme, with the offer of affordable housing, was well presented and would be of benefit to Bispham.

    The proposals for the flats, within a part three-storey and part four-storey building, included associated car parking, landscaping and boundary treatments.

    The site relates to an undeveloped, triangular area at the junction of Bispham Road and Plymouth Road, close to a bridge crossing the railway.

    A design and access statement by DC & MG Associates, on behalf of the applicants, said: “The site is currently a vacant piece of flat land, which previously had a detached dwelling house on it but this was demolished some time ago before the current applicant acquired the land.

    “Vehicular and pedestrian access to the site is via Bispham Road as the north eastern side of the site, adjacent to Plymouth Road, rises in height to cross over the railway line. The area beyond the site boundary is of mixed use as well as residential housing.

    “Amenities closest to site include a small retail park to the north east, which includes a supermarket and other stores. In addition, there are a small group of shops adjacent to the bus stops on Bispham Road.

    “There is an industrial park to the southeast of the site, on the other side of the railway line. Unity Academy School lies to the northwest of the site.”

    Norbreck member, Cllr Julie Sloman, said after the meeting: “The site has been empty for a long time and this development will add value to the area. We need affordable housing and this was a well presented scheme.

    “There is a scarcity of parking in the area but there is to be consultation on whether to allow a residents’ parking scheme in the area which will hopefully mitigate against parking issues.”
